Every morning after breakfast, the dormitory has to be cleaned and their gear folded up and put away with military-style precision. They are constantly under video-surveillance and watched by guards. While waiting for classes, they have to lie on their beds, with their heads as far apart as possible as they are not allowed to talk. The guard inspects the dormitory and punishment is handed out for any failure to comply with the rules.

Stage 1 in the admission process: another camp, but the same method. A boy is kept in a room alone with three “instructors” for just over an hour; they explain the rules at the boot camp and the basics of military marching. They scream a lot and provoke him to see if he’ll react. He must be docile and obedient, and the slightest slip is punished with a series of press-ups. They take it in turns, physically exhausted; some are drenched in sweat and go off to change their clothes as fast as they can. The admission process will continue the next day, starting with military exercises at 5.30am.

Inmates do community service, while armed guards keep watch in case any rival gangs turn up and try to eliminate one of their rivals or help one of their own members to escape. They are put on the roads “for taxpayers to see”, as Sheriff Joe Arpalo proudly explains. The sheriff likes to talk about punishment, certainly not education or rehabilitation.

Stage 2 in the admission process: the boys now have to move forward, following the footprints marked on the ground; if they don’t, they are bellowed at, sent back and made to start all over again. They then read a “warning” sign which explains everything the guards are allowed to do, and that includes using teargas. They have to read it out loud, and reread it, while being yelled at, without understanding where they’ve made a mistake, until they realize that they have to read out the punctuation. Then they are sent off to be shaved and shorn in a hangar, where no one else can see, while a guard bellows and hurls a bench against the walls to terrorize the others waiting outside who wonder what they’re in for. Inside, another guard screams non-stop into the ear of the boy being shaved.

    Diego Suarez Jail, Madagascar.
A boy cooking cassava root in his cell. Cassava is the only food provided by the prison authority, and the inmates have to do their own cooking. One of the major problems in Madagascan prisons is severe malnutrition. In 2005, ten died in Diego Suarez jail. Members of church and non-governmental organizations help by distributing rice and vegetables to inmates.

This cell is 10m2 (110 square feet) and contains 20 juvenile offenders. The weakest ones have coffin-like sleeping quarters with no air, lying on the ground beneath the wooden floorboards where the stronger ones sleep. “Bed-bugs bite all night long and rats nibble at our fingers because our hands smell of food because we don’t have any soap.”

Bruno (16) is serving his sentence in this cell, together with adults, including two who are handcuffed to the bars of their beds because they previously escaped. There is no solitary confinement cell in the prison which is overcrowded and in a state of total decay. The bitter stench of sweat and urine pervades the cell where 101 prisoners are crammed into 35m2 (375 sq. ft.) and locked up from 5pm to 6am. They sleep on the floor or on wooden double bunks, and if they’re lucky have a mat for a mattress, but it’s full of bed-bugs and fleas. The underage prisoners say they are scared because they have to sleep in the same cell as the adults.

This boy, lost in the middle of the crowd of 280 adult prisoners, is one of twelve juveniles arrested for stealing either a rooster or rice in the paddy-field. The prison, built in 1880, is completely run down. They spend all day in the yard, in the blazing sun without any awning, surrounded by stagnant water and with only one water tap, and are locked in their overcrowded cells (101 inmates for 35 square meters, i.e. 375 square feet) from 5pm to 6am. With such promiscuity, no hygiene or healthcare, they suffer from severe infections and disease.

Moramanga Prison, Madagascar. Evariste and Philibert, aged 13, are both in prison for stealing rice in the paddy-field because they were hungry. They have just asked if their families have sent a basket of food. The prison gives them nothing but cassava which they have to cook themselves. One of the major problems in Madagascan prisons is malnutrition, with severe, sometimes fatal cases; (twenty adults died in 2005). Members of church and non-governmental organizations help by distributing rice and vegetables to inmates.

This institute for juvenile offenders is managed by an NGO. Instead of being locked up, the children are provided with educational and social support measures, but there are still the military exercises to do to the beat of the drum.
